Site works and service costs need their own investigation and scope. A house price does not establish the cost of getting water, drainage, access and power to the finished development. Start with the measured site and authority requirements, then assign every external work item to a quote, an allowance or a clearly identified outstanding investigation.

The questions to resolve

Does a service connection allowance cover everything?

Only if its written scope says so. Ask whether it includes authority charges, design, trenching, pipe or cable length, meter work, testing, reinstatement and any upgrade outside the boundary. Record the assumed connection point and what changes if it moves. Keep unquoted authority work visible in the development budget rather than treating a single water-and-power allowance as a complete servicing solution.

Why is the sewer’s depth as important as its location?

The design must work in level as well as in plan. A nearby sewer on a map does not establish a workable connection from the proposed finished floor level. Ask the designer and plumber to confirm levels, grade, authority requirements and constructability before fixing the slab and external levels. An unresolved connection can change excavation, retaining, layout and costs after a seemingly simple floor plan has been chosen.

Can a driveway or building simply cover an easement?

Check the title, the asset and the proposed work before deciding. The relevant beneficiary or asset owner may require consent and technical details, even where the surface appears unused. South East Water requires approval for work over its easements or close to its assets under its published process. A planning permit does not itself provide the water authority’s approval, and an easement is not proof of the pipe’s exact position.

Are stormwater and sewer connections the same cost item?

No. They serve different functions and can involve different connection points, designs and approvals. Put them on separate budget lines and drawings so that one does not disappear inside a generic plumbing allowance. Then check shared trenching, excavation and reinstatement across both quotes to avoid double counting. The completed package needs to show what each contractor builds and what each authority must accept.

Why can a driveway quote differ so much between sites?

Concrete area is only one part of the scope. Compare excavation, sub-base, drainage, gradient transitions, reinforcement, finish, access protection and reinstatement, together with any crossover work. Check whether service trenches must be completed first. A cheap surface-only quote and a fully prepared driveway package describe different work, so compare a common drawing and quantity schedule before choosing between them.

When should retaining walls and site levels be resolved?

Resolve them while coordinating the building and drainage design. Levels affect access, foundations, fencing and the relationship with neighbouring land, so retaining is not merely a landscaping decision left until handover. Have the responsible designer identify engineering and approval requirements for the proposed wall. Include drainage behind it, access to build it and finished-surface reinstatement in the scope.

Why check trees before pricing excavation and access?

Trees can change where equipment can travel, where trenches can run and where foundations can be placed. Have the planner and arborist establish applicable controls and protection measures before the builder prices the route. Record whether removal is proposed, approved or unresolved. Do not treat a tree-removal allowance as permission to remove it, or design temporary access through an area that must remain protected.

What service evidence should be ready before subdivision handover?

Use the permit and authority conditions to create a close-out register. Identify required inspections, compliance records, as-built information, paid charges and authority consents, with a responsible person for each. The exact evidence is project-specific. A plumber finishing on site and the relevant authority accepting the subdivision servicing conditions may be separate events, so keep both in the programme and obtain confirmation from the land surveyor.

How can we reduce uncertainty in site-work costs before signing?

Replace unknowns with evidence in the order that affects the design most: survey levels, soil information, service locations, drainage requirements and access. Ask for clear quantities and boundaries of responsibility in each quote. For remaining uncertainties, identify the assumption, the pricing mechanism and who authorises a change. A contingency helps fund uncertainty; it does not replace investigation or turn an estimate into a fixed scope.
