Material kits: product evidence before procurement

The short answer

A material kit needs a product evidence register before procurement. For each item record the exact manufacturer, model, intended use, proposed evidence and installation instructions; ask the responsible designer, builder and building surveyor what they require for that use. A familiar brand, foreign certificate or test of a similar product does not automatically settle acceptance of the exact supplied item. Keep supplier claims, reviewed evidence and site installation records distinct. The kit is one delivery method, while the building still needs the applicable approvals and practitioner responsibilities [3,5]. Identify the actual product and intended use

A catalogue family is too broad for evidence review. Record model, version, dimensions, finish and where the product will be used. A product tested in one assembly or application may not support a different one. Give reviewers the original documents, not a sales summary saying certified.

Ask for evidence before paying for a substitution

Keep the specified product and any alternative in separate rows. A substitution can affect installation, maintenance, spare parts or the evidence the surveyor needs. Ask who reviews and approves the change and whether the drawings or specification must be updated. A visual match is not a complete equivalence assessment.

Define the interface with Australian installation

List the local trade responsible for installation, the instructions it will follow and any connection or commissioning documentation it must provide. A factory-supplied fixture can be only part of a service installation. Do not leave the installation responsibility between the supply partner and the builder unresolved.

Trace deliveries to the reviewed specification

On receipt, check labels, quantities, damage and model details against the register. Retain batch or serial details where relevant and record any replacement. A pre-shipment photo can establish what was inspected at the factory, but site receipt and final installation are later events with their own evidence.

Make the register useful after construction

Handover should include equipment identities, operation and maintenance instructions, warranty contacts and the evidence relevant to the completed works. Avoid publishing serial numbers or private documents in marketing pages when only a product description is needed.

Questions people ask

Does a foreign certificate prove Australian acceptance?

Not automatically. Acceptance depends on the exact product, intended use and applicable requirements. Ask the responsible practitioners what evidence they need and preserve the original documents. This guide does not certify a product or interpret a test report.

Is a sample the same as the delivered product?

It may be representative but should not replace identity checks on delivery. Compare model, finish and relevant labels against the specification and record differences. Procurement review and site receipt answer different questions.

Can an equivalent item be substituted freely?

The contract and review process should define how alternatives are proposed and accepted. A similar appearance is insufficient where performance, installation or evidence differs. Record the accepted alternative and update the specification.

Who owns local installation responsibility?

The proposal must name the builder or relevant licensed trade and define its scope. A supply kit does not itself resolve installation, connection, commissioning or required documentation. Clarify the interfaces before procurement.

Do factory QA photos replace site inspection?

No. They describe a factory event at a particular time and scope. Transport, receipt and installation occur afterwards and may change condition. Keep each evidence stage distinct and retain the inspections required for the completed building.

What should an owner receive at handover?

The final equipment schedule, instructions, warranty contacts and relevant installation and completion documents. Keep the archive consistent with what was actually delivered rather than the first catalogue or the original design render.
